Financiera de Desarrollo Territorial (Findeter) managed the call for proposals and reviewed the applications submitted by competing companies. Ultimately, the contract was awarded to the Colombian branch of European Dredging Company, a subsidiary of Jan de Nul. The agreement was valued at 15,000 million pesos.
